# DSCSA Timeline: What You Need to Know

The Drug Supply Chain Security Act (DSCSA) represents a significant milestone in ensuring the safety and integrity of the pharmaceutical supply chain in the United States. The DSCSA Act mandates developing an electronic, interoperable system to identify and trace certain prescription drugs as they are distributed across the nation. As we approach the critical end of the stabilization period in November 2024, it is essential to understand the timeline, key dates, and the delays that have occurred.

## Overview of DSCSA

The [**DSCSA**](/products/product-orchestration/country-compliance/us-compliance) was signed into law in 2013, and its primary goal is to prevent counterfeit drugs from entering the legitimate pharmaceutical supply chain. It requires manufacturers, wholesalers, repackagers, and dispensers to implement serialization and traceability measures. This legislation is designed to be implemented in stages over a 10-year period, culminating in comprehensive system-wide changes by 2024.

## Key Dates in the DSCSA Timeline

**Initial Milestones (2013-2017)**

- **DSCSA Enacted (November 27, 2013):** DSCSA was signed into law, initiating the decade-long phased implementation process and marking the DSCSA start date.
- **January 1, 2015:** Manufacturers, wholesalers, and repackagers were required to provide transaction information, history, and statements.
- **July 1, 2015:** Dispensers (primarily pharmacies) had to begin receiving transaction information, history, and statements from their trading partners.

## Serialization Deadlines (2017-2020)

- **Initial Serialization Deadline November 27, 2017:**Manufacturers were required to serialize their prescription drug packages with a unique product identifier (such as a barcode) to enable traceability.
- **November 27, 2018:** Repackagers were required to serialize products.
- **Wholesaler and Repackager Requirements November 27, 2019:** Wholesalers and repackagers had to verify the product identifiers before distributing drugs. They also needed to keep transaction information (TI), transaction history (TH), and transaction statements (TS) for each product.

## DSCSA Deadlines (2020-2023)

- **Dispenser Requirements November 27, 2020:** Pharmacies and other dispensers were required to verify product identifiers and maintain TI, TH, and TS records. This step ensured that only legitimate products reached patients.
- **Enhanced Drug Distribution Security (EDDS) Requirements November 27, 2023:** By this date, all supply chain stakeholders were expected to exchange serialized TI and TS electronically. Other requirements include verifying the legitimacy of returned products and suspect or illegitimate products.

## DSCSA Stabilization Phase (2024)

**November 27, 2024:** The final deadline for full DSCSA implementation is November 27, 2024 when the FDA-granted stabilization period expires. By this date, the entire pharmaceutical supply chain must be fully serialized, traceable, and compliant with DSCSA requirements.

## DSCSA Delays and Adjustments

Throughout its implementation, the DSCSA timeline has faced several challenges and delays, particularly around the serialization and Enhanced Drug Distribution and Security requirements. Industry stakeholders, including manufacturers, wholesalers, and dispensers, have had to adjust to the new requirements and develop the necessary infrastructure to comply with the law.

- **Serialization Deadline Extension (2017):** The FDA granted a one-year extension for manufacturers to comply with serialization requirements, moving the deadline from November 2017 to November 2018. This was due to industry feedback indicating the need for more time to implement the required changes effectively.
- **Wholesaler Compliance Extension (2019):** Similarly, the FDA extended the deadline for wholesalers to verify product identifiers, allowing additional time for the industry to adapt to the new requirements.
- **Stabilization Period (2024):** Although the law officially went into effect on November 27, 2023, the FDA issued a 12 month “stabilization” for industry to work through operational issues and exception management.

These extensions were crucial in ensuring that stakeholders could adequately prepare their systems and processes, ultimately supporting the goal of a secure and reliable drug supply chain.
